Have a 98 lincoln continental 4.6 the real air bags will not raise the car all the way up?

Do i need to replace the shocks because the whole rearend is almost to the ground my air bags are working any help please.

3. what do you mean your air bags are working? and you say its almost sitting on the ground? if its almost on the ground your bags are not working they do not have any air in them it has nothing to do with your shocks. Check if your pump which is under the hood on the right side of the car see if its running at all. If not check fuses if not that you need to replace your air pump. If air pump is okay you could have bad valves on the air bags or a leak in the line going to the back of the car.
