why did the continental congress pass a resolution to form militias?

  1. They had a strong tradition of the militia being the vital part of self defense for the colonies. They believed the militia would be able to stand against the British. The Cont'l Congress therefore passed a resolution encouraging the states to pass militia laws and added a suggested standard of how the men were to arm themselves, how often they would drill, etc.
