Whats the best luggage to travel a lot and keep to US/EU flight regulations?

I'm traveling around the US and EU. I've checked with the airlines for luggage regulations. However, now I'm not sure waht to buy as 1 carry on and 1 checked in bag. I like these wheeled rucksacks but these are too expensive http://www.rei.com/category/4501711. Woudl you know of an online site where they sell similar luggage but under £35 ? I'm looking for a light weight under 23kg/50lbs, trolley luggage. I'm small and will be carrying my 15" so I'm not sure if I should buy a rucksack 23litlre but find trolley more comfortable. Ok I'm clearly confussed so please serious advice and links would help. thanks ;) Sorry for the bad spelling and I meant my 15 inch laptop.

If you like wheeled rucksacks they can be expensive but there are also cheap ones, well within your price range. This doesn't mean they are flimsy and nasty. For more info, reviews and prices check out http://rucksackswithwheels.co.uk
Make sure any hold luggage you buy has the US approved locks (that Airport Security can open) otherwise they will break open your locks! You cannot claim against US Government!
