- From what I have read - I believe D though I may be wrong. I could find no reference to A in my reading ...... The First Continental Congress---- It attempted no national legislation.They made a declaration of rights, mild but deeply sincere , disavowing a desire for independence. They also approved the policy of non-intercourse with Great Britain, and formed an association to carry it out. The forming of this association, which at first constituted the revolutionary machinery, was an act of great importance. Its object was to secure a redress of grievances by peaceful methods, by enforcing the non-importation and non-consumption agreement.
